Let the users download a form copy in pdf file, after they fill the form, or after making payment or some settings that we control.

Unless I’m missing something this is not complete, as you have replied with the same information as in July?
My request was to be able to download a pdf after completing the form. 
Not receive a pdf attached to an automated email. 
One reason I have this requirement is if the completed form is required as proof, such as a wavier. 
As you will know not all emails get delivered for one reason or another.
Please can you look again. Thank you

but not if the email is not received, because for a mistake in the email address, spam filters, etc
